Greater Manchester Strategy
This strategy for 2020 is our blueprint to reinvigorate the zeal and energy that forged a global industrial revolution, this time based around a new, statutory city region.
Greater Manchester Strategy (GMS)
Following-on from the findings and recommendations of the MIER, New Economy took a lead role in helping direct and coordinate drafting of the GMS. Approved by the elected leadership of the Association of Greater Manchester Authorities (AGMA) in August 2009, the GMS is a landmark strategy setting out a roadmap for a more prosperous Manchester City Region.
The strategy is a shared vision with accompanying strategic priorities which the 10 AGMA authorities and partners will use to develop plans and programmes to meet common objectives. New Economy will play an especially important role in implementing the economic priorities of the GMS.
These priorities include:
- Increasing the talent and skills levels of our workforce
- Bettering life chance in our most deprived areas
- Increasing the international connectivity of our firms
- Expanding the economic base of the city-region through investment in digital infrastructure
Other priorities we’re contributing to include:

- Transport
- Low Carbon Economy
- Housing Market
- Effective Governance
- Sense of Place
New Economy’s input is now helping shape how the GMS is implemented and will ensure it adds value. Our contributions are informing how the Greater Manchester measures, appraises, delivers and evaluates these GMS interventions in 2010 and beyond.
CONSULTATION: From Thinking to Doing
New Economy has consulted on GMS indicators relevant to our priorities. Following our Consultation Phase in early 2010, we are now in the process of developing action plans with private and public sector partners.
