This one day training course is designed for performance and finance analysts who are looking to develop economic models of new interventions / projects to show their value for money. The course is based on the Greater Manchester CBA methodology and tools. It is a hands-on, practical training session, with participants working through a series of exercises to produce a completed CBA for a hypothetical intervention.

This one day training course will cover the rudiments and theory of economics and explore how these are applied to economic development. The session will include practical, worked examples and tasks relating to a range of economic topics including: schools of economic thought; production frontiers (demand and supply, opportunity cost); competitive advantage and comparative advantage; market failures; forms of capital and drivers of growth; and sustainable development. In addition, the training will update participants on contemporary policy agenda with lively debate focusing on economic growth and a brief overview of new ways of working and sources of investment for economic development.

At this session, three European and SME / innovation experts will share with the audience the latest information on the main EU Funding Programmes that will support SME competitiveness and innovation: Horizon 2020 – the new European research and development (R&D) and innovation support programme; the Northwest Europe Interreg VB Programme; and the programme for Competitiveness of Enterprises and SMEs (COSME). Together they will have a joint budget of nearly EUR80bn over 7 years. This session is intended to generate some interesting debate on how Greater Manchester partners can / should engage better with these programmes in support of local businesses.

‘Nudging’ – using new insights from behavioural economics

Traditionally regulators have largely relied on passing legislation and providing information to change behaviour – in the case of the HSE, to ensure that workplace risks are properly controlled. However, policy-makers are increasingly aware that behaviour is strongly influenced by the context in which decisions are made and the way choices are framed, so that subtle ‘nudges’ can be very effective. Alan Spence will describe the growing body of evidence on these new behavioural insights, and explain what they may mean for HSE – for example, using what it knows about norms and trust when communicating with stakeholders. Simon Warburton will describe how TfGM is now building travel behaviour change activities into its core processes, utilising first/last mile principles and relationship marketing techniques, pioneered by the National Behavioural Insights Team, so as to drive up further the benefits delivered through infrastructure programmes.

This half-day session will involve practical, group-based exercises which aim to give participants an understanding of the pros and cons of the different methods they can use when commissioning, designing or undertaking an evaluation of the programmes and projects they are involved with. The session will include a section on the theory of evaluation and discussion of how the findings of evaluations can have a practical impact upon policy.
