Promoting Growth in the Regions and Greater Manchester

Jose-Enrique will be providing a briefing on the findings from the research programme ‘Promoting Growth in All Regions’ (previously known as Growing Lagging Regions) which has aimed to better understand how sub-national growth potential is realised in different types of regions. The focus was on regions growing at levels below the national average and Greater Manchester was one of the 23 partner regions to the work programme, which was funded through the Northern Way. The final international launch of the research will take place later in the spring and this briefing will be an opportunity to understand the overall findings, and to discuss Jose-Enrique’s reflections on findings about Greater Manchester following the visit the City Region last year.

It is sometimes suggested that persistently high worklessness is partly the result of individuals moving out of deprived neighbourhoods to ‘better’ areas having found employment and then being replaced by workless individuals moving into the neighbourhood. Research by Oxford University examines whether this thinking is true or not. Their analysis on data collated from several sources, tracks the population movements of residents in receipt of key out-of-work benefits across GM’s most deprived areas over the period 2004 to 2007.

This year’s budget takes place on Wednesday 21 March and will provide an update on the state of the economy, on the public finances and on progress against the Government’s economic objectives. It is likely to reinforce the measures outlined in November’s Autumn Statement whilst also revealing whether the measures imposed have begun to achieve their objectives. There are a number of expected announcements that will be of specific interest to Greater Manchester, including confirmation of the first ‘city deals’ and an announcement on broadband with the creation of six ‘super connected’ cities. This breakfast briefing will provide a summary of the main announcements and set out what they mean both for business and residents in Greater Manchester.
