Roles and Responsibilties
The Programme Monitoring Committee (PMC) oversees the running and implementation of the NWOP. The PMC meets bi-monthly and is comprised of 25 senior representatives from across the region, including GONW, NWDA, NWRA, Communities and Local Government (CLG), sub-regional partnerships, local authorities, higher education, the trade unions, the private and voluntary sector.
Cllr Val Stevens (Association of Greater Manchester Authorities) and Mike Emmerich (Chief Executive, Commission for the New Economy) are the Greater Manchester representatives at the PMC. Minutes of the meetings and Terms of Reference are available on the NWOP Website
New Economy, as the Greater Manchester Sub-regional Partnership, support the European Programme Executive (EPE) at the NWDA, with the co-ordination and implementation of the Operational Programme during their various implementation phases.
There is a need to have a Greater Manchester integrated and co-ordinated approach in order to avoid duplication of activity and to ensure that the sub-region achieves its full potential. Greater Manchester Policy Leads (i.e. tourism, employment, innovation, enterprise, etc) have developed strategic relationships with their counterpart policy leads at the NWDA. They have been helping to inform the development of the Investment Frameworks, and will continue liaising with the NWDA when investment decisions are made and when the activity is implemented.
Team Manchester Economic Development Leads (TMEDL) provides strategic overview for the development and delivery of activities that are relevant for Greater Manchester. Progress reports on the NWOP are periodically submitted to TMEDL.
Several other Greater Manchester Groups with specific sub-regional strategic remit provide strategic overview on particular Investment Frameworks. City Strategy Consortia is consulted on the development of Action Area 4.2 activities in Greater Manchester (supporting linkages to key employment area), and Team Manchester Enterprise Group
provides strategic advice on enterprise activity. Both Groups sit underneath TMEDL for the purpose of this Programme.
Support Available to GM partners
In addition to the support provided by the EPE, New Economy, in its role as the sub-regional partnership, will support the EPE with the co-ordination of the activities emerging from the sub-region. EPE recognises that sub-regions have valuable knowledge and contacts in their area and are best able to determine the priorities for their area. Organisations from the third sector wishing to become involved in delivering ERDF funded activities (e.g. as sub-contractors or as part of a consortia bidding) will also be able to approach the North West Network or the Voluntary Sector North West for general guidance and assistance.
Discussions between the North West University Association and the EPE are underway regarding similar types of support for the University sector.
