Greater Manchester Intensive Alternative to Custody Pilot: Cost–Benefit Analysis

The Greater Manchester Intensive Alternative to Custody (IAC) Pilot began in April 2009 and ran for two years until the end of March 2011. It was one of seven nationally commissioned pilots to develop more effective ways of safely managing lower risk offenders within the community rather than them receiving custodial sentences. Produced on behalf of Work Solutions, this report provides a cost–benefit analysis and qualitative evaluation of the employment mentoring service provided as part of the pilot.
