Greater Manchester (GM) was one of the four Whole Place Community Budget pilots that ran from March to October 2012. The aim of the programme was to join up services across the public sector, in order to improve outcomes and save money. New Economy staff were seconded to the project to provide thematic and financial expertise.
Detailed business cases and underlying cost benefit analyses were developed for 5 interlinked themes:
- Early Years
- Troubled Families
- Transforming Justice
- Health & Social Care and
- Skills & Employment.

Implementation of the new delivery models is being taken forward by the Public Service Reform Executive.
New Economy continues to provide support to the programme, including leading the delivery of the Skills & Emplyment theme.
